#31 ACSED QUICKNEWS June, 2011
- Financial support is coming in for ACSED's 2011 Training Symposium [10-6-2011 at the
Franchise Tax Board]: CHIIP is providing a grant of $16,500, DOR - $1500, SEIU
$1500, EDD - $1100, SCDD - $275, APSEA - $250. The draft program hould be
completed in the next one to two weeks. Planning is underway for the joint
ACSED/SDAC DAC Awards which will be presented at the Symposium.
Sponsorship letters have been sent out to all of the EEO Officers.
- Under the
direction of ACSED member Ralph Black, the CMEI Project has completed a review
of virtually all State gov't disability related legislation, regulations &
policies and developed a set of recommended enhancements.
- The ACSED Board will hold the next
election for officers after the first of the year. This will bring the
election [which was last held in June of 2010] into alignment with the
organization's bylaws.
- CalPERS Long Term Care study (AB1643): CalPERS has drawn a sample of
6000 persons rejected for LTC insurance and is
in the process of mailing a letter to them inviting them to participate in the
survey. ACSED is preparing to send
a similar invitation to state employees who may
not have applied.
- Legislation/Budget: SB930, which ACSED supports, has been passed
by the Senate and is now in the Assembly.
Letters have been sent to Legislative leadership
opposing cuts to Disabled Student Services Programs.
ACSED
members are needed to help at the Oct. 6 Training Symposium.

- Planning for ACSED's 2011 Training Symposium [10-6-2011 at the
Franchise Tax Board] is in full swing.
The theme will be: ACSED presents Strategies on becoming a model
employer/employee in public service. Sharon Gerber has been hired as the event
coordinator to manage and provide organizational support for the event.
Ltrs have been sent to last year's co-sponsors to determine their interest
this yr. FTB has agreed to provide the necessary rooms.
- ACSED Members participated in May meetings
of the CA Model Employer Initiative, including the Policy Taskforce,
Disability Discrimination & Adverse Action Work Group and the project reviewing
all State gov't disability related legislation, regulations & policies
for enhancements.
- Jake Johnson, ACSED President, has
been invited to speak at DOR&SPB's
NDEAM event in Oct.
He will speak on legislation and ACSED.
- PERS Long Term Care study (AB1643): The researchers are working with CalPERS
on drawing a sample of applicants for LTCI to be subjects of the survey.
- Legislation: ACSED supports SB930 on IHSS, which has passed the
Senate Appropriations Committee and will soon be voted on by the full
Senate.
ACSED

#29 ACSED QUICKNEWS Apr, 2011
- On April 7, ACSED held a Retirement Luncheon & Tribute for Ralph
Black at the Casa Garden Restaurant in Sacramento. Tony Sauer, Director,
Dept of Rehab & Thomas Nussbaum, former Chancellor, CA Community Colleges
served as MC's as an audience of
nearly 80 watched. ACSED announced the creation of the Ralph D. Black Public
Service Award, which was presented to Ralph for his continued efforts to promote
opportunities for persons with disabilities in State service. This Award will
be presented to others in future years. Ralph also received recognition
from the City of Sacramento and State Legislature.
- ACSED Members participated in April meetings
of the CA Model Employer Initiative, including the Policy Taskforce,
Disability Discrimination & Adverse Action Work Group, DAC Survey Work
Group and the project reviewing all State gov't disability related
legislation, regulations & policies for enhancements. ACSED will hold its 2011 Training Symposium at
the Franchise Tax Board in Sacramento on Thursday, Oct 6, 2011. Lisa Brown is Chair
of this project and Planning
Committee mtgs are held on the 2nd & 4th Wednesday of each month. Subcommittees have been established.
ACSED is presently recruiting for an event coordinator to manage and
provide organizational support for the event.
- Jake Johnson, ACSED President, has
been invited to speak at DMV's
annual DAC Awards Luncheon on October 12, 2011 [the theme: Diff-Ability [Different
Ability].
- PERS Long Term Care study (AB1643): Quantum Research is doing
final review of telephone survey document, and ACSED members acted as mock
subjects to help with this review. CalPERS is still in the process of
pulling the sample, seems to be having some problem with their
programming.
- Legislation: ACSED supports SB930 on IHSS. Committee report on
this bill has data refuting claims of extensive fraud in the IHSS program.
Plan to
attend the Disability Capitol Action Day event at the State Capitol on May 25.

- Final arrangements are being made for ACSED's Retirement Tribute
Luncheon for Ralph Black on April 7 from 12 noon to 2 pm at the Casa
Garden Restaurant, 2760 Sutterville Rd, Sacramento, 95820. ACSED will be announcing the establishment
of the Ralph Black Public Service Award, with Ralph as its first recipient.
- Several ACSED Members participated in the
March meetings of the Policy Taskforce
of the CA Model Employer Initiative [CMEI], the Disability Discrimination and Adverse Action Work Group, DAC Survey
Work Group and the project reviewing
all State gov't disability related legislation, regulations and policies
for possible enhancements and
the Marketing Task Force.
- ACSED has established a committee for
its October 2011 Symposium and Lisa Brown has been appointed Chair of this
project.
- PERS Long Term Care Study [AB 1643]:

Planning continues for ACSED's Ralph Black Tribute Luncheon which
will be held April 7 from 12 noon to 2 pm at the Casa Garden Restaurant,
2760 Sutterville Rd, Sacramento, 95820.

discrimination and adverse action, reviewing all State gov't disability
related legislation, regulations and policies for possible enhancements, and
developing a DAC Survey.

ACSED is pleased to announce that
Paula Jayne Treadway, Administration Section, Dept of Public Health, and
Chair of SEIU's State Workers w Disabilities Committee, has been appointed to the ACSED Board as the
Recording Secretary.

PERS Long Term Care Study [AB 1643]:
A meeting was held with CalPERS staff
and their contractors to specify criteria and time line for providing the
names and addresses of potential Long Term Care Insurance survey
participants.

Legislation: A report is being prepared on new proposed 2011 St
legislation and on a response to the new St Budget, which contains
substantial cuts in programs affecting persons with disabilities.

Planning began for an event to be held shortly after Ralph Black's
retirement [1-31] to honor him for his State service & commitment to
disability employment and the fair treatment of persons with disabilities.

PERS Long Term Care Study [AB 1643]: The survey instrument is completed. The next
step is for CalPERS to provide names & addresses for the sample. ACSED
is currently working with potential legislative authors for a "spot
bill" to implement the long term care study recommendations. ACSED submitted an invoice to San Diego State for reimbursement for work conducted under contract with
the CA Health Incentive
Improvement Program (CHIIP) for the Long Term Care Project by Pat Mcpartland.

ADA Celebration:
The ADA 2010 Committee returned $60 in unused ADA funds to ACSED, for
the info table rental cost.

Various ACSED Members participated in
meetings of Taskforces of the CA Model Employer Initiative [CMEI].

An ACE Award was presented to Suzanne Ambrose, Executive Officer,
State Personnel Board, for SPB being the top overall State department for
employing & promoting PWDs for 2010.
The presentation, made by ACSED President Jake Johnson, before the
members of the State Personnel Board, noted the positive working
relationship between the department and ACSED.

ACSED held a Fall Social Gathering for members & friends. Chaired
by Lisa Brown & Chelle
Ellis, it was at the Society for the Blind and attended by 30 plus people.
-
ACSED Members, Les Treece-Sinclair, Ralph
Black, & Robert Sifuentes participated in meetings of various Taskforces
of the CA Model Employer Initiative [CMEI].
-
ACSED requested a mtg with SPB & DOR to clarifiy disability representation
rates, use of adjusted workforce figures, safety class exclusions, &
elimination of 20 day reasonable accommodation request response time for
departments.
-
President Jake Johnson made a presentation to the Statewide
Disability Advisory Council [SDAC] on current and future ACSED activities.
-
Long Term Care Insur Study [AB 1643]: Results of focus group
meetings are being analyzed and potential survey
questions edited.
-
ACSED Treasurer
Carolyn Bonkowsky worked with the ADA Celebration Committee to discuss
return of unused ADA event donations.

Legislation: the
final ACSED Legislative Report was issued.
